Directs all operation of Child Start administered Head Start Centers in keeping with the program’s Work Plan; establishes center objectives and operating  procedures.  Monitors centers compliance with licensing requirements if applicable and performance standards.  Supervises center and home based staff as assigned.  Serves as chief liaison from centers to parents and organized groups.  Involves parents of currently enrolled children in activities and decisions regarding the Head Start 0-5 Program.  Directs service for home base program, community child care visits and if applicable for licensed child care site as assigned. Regular attendance is an essential function of the position.




  • Ensures classroom is equipped with appropriate child development furniture and materials. Maintains inventory list for assigned site.
  • Monitors children’s files to ensure quality and completeness. Signs Eligibility Points when paperwork is correct and complete.
  • Monitors annual screening of children and secure they are completed in 45 days.
  • Calculates and verifies income eligibility of all files.
  • Reviews weekly attendance reports, monitoring reports and monthly summaries of enrollment status and services provided, and ensures correction as needed.
  • Monitors and coaches staffs’ quality of interaction with children and families.
  • Implements parent involvement, social services, health, nutrition, disabilities, transportation and education services.
  • Communicates expectations for staff professionalism and conduct. Conduct follow up with individual staff as needed.
  • Implements “Reflective Supervision” with staff.
  • Conducts formal performance appraisals of each directly supervised staff person annually.
  • Responsible for routine center operations such as opening, closing and building maintenance.
  • Reviews, authorizes and signs for verification of all purchase or expenditures, including staff time sheets, mileage claims, and purchase orders.


  • Bachelor’s Degree (B.A. or B.S. or equivalent in Child Development, Early Childhood Education, Management, Human Services or related field, with a minimum of 9 credit hours in Early Childhood. 
  • Kansas Directora Approval for pre-school children.
  • Two years of related experience in Head Start/Early Head Start or other Child Development Program. 
  • Working knowledge Performance Standards preferred. 
  • Experience supervising instructional staff strongly preferred. 
  • Experience with social services. 
  • Must meet KDHE requirements.
  • The employee must regularly lift and/or move up to 30 pounds for various classroom and event needs or put a child on a changing table.
